Licenses & Permits
The Cass County Auditor-Treasurer’s department issues miscellaneous licenses and permits to establishments outside City Limits. Establishments within city limits must contact their municipal clerk for applications and further instructions.
We accept cash, check or money orders. Please make checks payable to Cass County Auditor-Treasurer.

Fee: $20.00
All applicants for an auctioneer license must:
- Be at least 18 years old
- Submit a surety bond of $3,000
- Submit $20 fee
Minnesota applicants must have resided in Cass County for the past six (6) months.
Non-residents of Minnesota must also attach the following to their application:
- A certified copy of your auctioneer's license issued by your state of residence
- A certified copy of your resident state's auction laws
- The completed Irrevocable consent for non-resident auctioneer form (PDF)

Fireworks/Pyrotechnic Events Application
Fee: $50.00
Cass County requires a Fireworks Permit for any outdoor firework/pyrotechnic displays within the county. All indoor firework/pyrotechnic displays must obtain a permit from to State Fire Marshal. Any fireworks/pyrotechnic displays must be directly supervised by a pyrotechnic operator certified by the Minnesota State Fire Marshal.
Fireworks/pyrotechnic displays may be sponsored by a city, fair association, amusement park or other public or private organization only after obtaining a permit prior to conducting a display.
State law prohibits private individuals, including a certified fireworks operator acting as an individual, from sponsoring a fireworks display. However, fireworks display companies may sponsor displays for private parties.
All fireworks/pyrotechnic display applications must be approved by the Cass County Sheriff.
Fireworks Permit Application and required additional documents and fee must be submitted to the County Auditor's Office 15 days prior to the display date.
All applicants for a fireworks permit must submit in addition to the application and fee:
- A Bond or Certificate of Insurance, of at least $1,500,000.00 including Cass County as a co-insured
- A diagram, drawn to scale or with dimensions, of the grounds where the display will be held. The diagram must show the point at which the fireworks will be discharged, all building/structure locations, highways/streets, communication lines, other overhead obstructions and where the audience will be contained
- A list of the name(s) and birthdate(s) of all assistants participating in the display. All assistants must be at least 18 years of age

There is no fee due to Cass County.
If you are in need of a County Board Resolution in support of a gambling application, please contact our office at 218-547-7275.
Applicants are responsible to contact the correct township in which your business is located for their approval at their next town board meeting. You can access town meeting dates and times through our website at www.casscountymn.gov. You do not need to be present for this meeting.
All gambling permits must be approved by our Cass County Board of Commissioners. For us to request the Board’s approval for your license on the agenda, we will need all completed documentation submitted a week before the scheduled meeting. The Cass County Board of Commissioners normally meets the first and third Tuesday of each month. You may access meeting dates on our website at www.casscountymn.gov. You do not need to be present for this meeting. When the Board has approved your license request, your approved permit will be mailed back to you.
STEPS TO APPLY
- Determine which license or permit you need from the Minnesota Gambling Control Board
- Applicants will need to bring in the completed application with the township portion signed off
- A letter with the breakdown of how the proceeds will be spent and how it will benefit the citizens of Cass County must accompany the application
- After our County Board has approved the initial permit, the signed resolution and your supporting documentation will be returned to you
- Mail the signed resolution, and other required documents and a check for the amount specified by the Minnesota Gambling Control Board made payable to the State of Minnesota to: Minnesota Gambling Control Board 1711 W. Bounty Rd. B, Ste. 300 S. Roseville, MN 55113

A lawful assembly permit is required for any gathering of 300 or more persons lasting over an eight-hour consecutive period. An application must be presented not less than 30 days prior to the beginning date of the assembly (in an unincorporated area).
Fee: $500.00
Applicant should submit the following:
- A fee amount of $500 payable to Cass County Auditor-Treasurer
- Cass County Application for lawful assembly
- Minnesota Worker’s Compensation Form
- A bond in the penal sum of $25,000
- Insurance certificate in the amount of $500,000 for an individual claimant & $1,500,000 per occurrence showing Cass County as an additional insured
- Applicant is responsible to check with ESD for a Conditional Use Permit. This is for any NEW application that has never applied for a lawful assembly at the event location
- Applicant is responsible for Law Enforcement Contract, (if required). Requirement is determined by the Cass County Sheriff's Office

In the state of Minnesota those that wish to sell alcohol for on premise consumption must acquire an on-sale license. Any retail sales of alcohol will require an off-sale license. On-sale licenses (hotels, restaurants, clubs, concert venues, etc.) are approved by the city/county in which your business is located. The alcohol policy is controlled by the Alcohol and Gambling Enforcement Division of the Minnesota Department of Public Safety. Their responsibilities include investigating alcohol-related complaints, performing pre-licensing background checks and education, and issuing manufacturing license amongst other things.
The Cass County Auditor’s Department issues liquor licenses for retailers located within Cass County NOT located within City limits.

Precious Metals Dealer Application
This license is for any establishment dealing with the sale or commercial use of secondhand platinum, gold, and/or silver. This includes pawn shops, coin dealers, and some jewelry stores.
Precious metals dealer’s licenses are governed by Minnesota Statute 325F.732

The Auditor-Treasurer issues County Tobacco licenses to retail establishments Cass County, (except for some Cities within Cass County)
Cass County regulates retail tobacco sales in the following cities:
Boy River, Chickamaw Beach, East Gull Lake, Federal Dam, Pillager, Pine River, Remer, Walker
Applicant should submit the following:
- A fee amount of $175 payable to Cass County Auditor-Treasurer
- Cass County Tobacco Application Packet (MN Dept of Rev. CT102, County Parcel ID numbers, Work Comp Form)
All tobacco licenses must be approved by our Cass County Board of Commissioners. For us to request the Board’s approval for your license on the agenda, we will need all completed documentation and fees submitted a week before the scheduled meeting. The Cass County Board of Commissioners normally meets the first and third Tuesday of each month. You may access meeting dates on our website at www.casscountymn.gov. You do not need to be present for this meeting. When the Board has approved your license request, your approved permit will be mailed back to you.

Residents of Cass County and door-to-door (book salesperson) do not require a Transient Merchant License.
The term "transient merchant" includes any person, individual, co-partnership, limited liability company, and corporation, both as principal and agent, who engage in, do, or transact any temporary and transient business in this state, either in one locality, or in traveling from place to place in this state, selling goods, wares, and merchandise; and who, for the purpose of carrying on such business, hire, lease, occupy, or use a building, structure, vacant lot, or railroad car for the exhibition and sale of such goods, wares, and merchandise. The term "transient merchant" does not include a seller or exhibitor in a firearms collector show involving two or more sellers or exhibitors.
The following information must accompany this application:
- An itemized list of merchandise to be offered for sale, listing a description of each item, serial number of each item, actual cost of each item, and a designation by number corresponding with a number to be affixed to each item by a tag which shall be kept fastened to the item at all times until sold
- A surety bond to the county, conditioned on the terms according to Minnesota Statutes, section 329.11, in the amount of $1000
- A license fee of $150.00, payable to Cass County Auditor Treasurer
- A copy of the seller’s permit as issued under section 297A.83 or a written statement from the applicant stating that applicant is not offering for sale any item that is taxable under Chapter 297A
Licenses are:
- Valid for one year from the date of issuance
- Valid at one sale location only
- Not valid for more than one person unless that person is a member of a co-partnership
- Not valid outside the county in which it was issued
