Passport applications are available from the Recorder's Department as are passport photo services. The cost for Passport Photos is $12 per person for a set of two photos.

Passport Requirements for Air Travel
All persons traveling by air outside of the United States are required to present a passport book or other valid travel documents to enter or re-enter the United States.
Passport Requirements for Land and Sea Travel
All persons traveling by land and sea outside of the United States are required to present a passport book/card, or other valid travel documents to enter or re-enter the United States.
In summary, effective June 1, 2009, all U.S. citizens are now required to present a passport book, passport card, or Western Hemisphere Travel Initiative (WHTI) - compliant document when entering the United States.
Traveling with Children
There are many rules when traveling with an infant or children. Please check the websites for the U.S. Department of State and the U.S. Customs and Border Protection for current regulations and recommendations. It is also advisable that you contact the U.S. Embassy in the country you are going to visit to see if they also have unique requirements when traveling with a child or children.

Passport Services is currently processing routine applications in 8 to 11 weeks from the time of receipt of the application and expedited service is 5 to 7 weeks from the time of receipt by Passport Services.
