The Housing and Redevelopment Board (HRA) was organized in December 1979 and created by the Cass County Commissioners. The commissioners appoint one representative from their district to reside on the HRA Board, who serves five-year terms. The HRA Board is governed by Minnesota Statutes section 473.195. 


The purpose of the HRA Board is to provide solutions to the county’s housing challenges for low to moderate-income families.


Cass County citizen committee members are reimbursed a $75.00 per diem (daily rate) and Federal mileage rates established annually by the Board of Commissioners.

Current Programs

The current program servicing Cass and Hubbard County is the Section 8 Rent Assistance Program. Current programs that serve throughout Cass County: 

  • Pine Mountain Apartments (public housing complex)
  • Transitional Housing (two homes)
  • Tax Increment Financing District
  • Resort Rehab/Loan Program
  • Minnesota Urban and Rural Homesteading (MURL) Homes (single-family home ownership)
  • Economic Development Loans
